The LICHT approach

The main implementation framework for the pilot actions are following the LICHT model proposed by REScoop.eu, an approach specifically designed to engage energy communities.

REScoop.eu has developed a methodology to guide stakeholders in setting up energy communities and move towards their operational implementation. The goal is to mobilize stakeholders in taking up an active role in energy transition projects including renewable energy, energy savings, sustainable heating and mobility at the local level. Through the LICHT approach, REScoop.eu engage with communities and use engagement techniques to facilitate the development of their project of energy community. They teach them how to select, evaluate, execute and communicate about energy transition projects. The support trajectory helps build local capacity for the energy transition and follows the principle of ‘training the trainer’.


The LICHT approach entails 6 distinct stages. For the selected pilots, REScoop.eu will apply relevant part of the methodology to help each pilot progress from its current stage to the next or further, adapting the methodology as needed to suit the cross-border context of the energy communities. The pilot actions will benefit from an assessment at the beginning of the implementation phase to determine under which stage their community currently is.
