CREATING A Q-CBEC IN EUSKAL-HERRIA

The pilot action aims to develop a Quasi-Cross-border Citizen Energy Community at the French – Spanish border.

The pilot action will strengthen cross‑border cooperation between the two energy cooperatives by identifying how their existing activities can complement one another and by assessing the feasibility of creating a quasi cross-border energy community. Its objective is to explore opportunities for shared ongoing generation activities, knowledge exchange, and coordinated project development, particularly in PV, hydro, and other renewable technologies, and to evaluate whether joint structures can scale their local impact. 
GOIENER and I‑ENER are long‑established citizen energy cooperatives with extensive experience in developing renewable energy projects in the French-Spanish Basque region. They have maintained a strong collaboration since their foundation, working together on several initiatives such as the Hidro Ttipi project to revitalize the local hydropower heritage in small river basins across the three regions of the Basque County and to assess the feasibility of developing local energy communities based on sustainable mini-hydropower systems.
  • Analysis of current renewable energy generation projects to identify opportunities for joint actions.
  • Study of the technical, legal, and financial aspects of cross-border Power Purchase Agreements (PPAs) to anticipate future frameworks that would allow electricity produced on one side of the border to be sold to cooperative members on the other side.
  • Co-creation of workshops  and consultation sessions with local municipalities, cooperative members, and regulatory bodies to ensure alignment with territorial objectives and legal requirements.
