CAMPINA ENERGY (BE) – KEMPEN STROOM COOPERATIVE (NL)
The pilot action aims to develop a Quasi-Cross-border Citizen Energy Community at the Belgium – Dutch border.

The pilot action will strengthen collaboration between Campina Energie and KempenStroom by improving mutual understanding, exchanging technical knowledge, and identifying viable pathways to develop a quasi cross‑border energy community for the Kempen region.
A central part of the pilot action focuses on sharing expertise on energy systems, the development of energy communities, and opportunities for energy sharing. The pilot will also explore whether a joint cross‑border investment structure could be established, allowing Dutch citizens to invest in Belgian renewable projects and vice versa.
Context
Campina Energie (Belgium) and KempenStroom (Netherlands) are two long‑established citizen energy cooperatives that operate in the same fields: local renewable energy production and citizen‑focused services such as renovation and solar Photovoltaics (PV) advice.
Together, both cooperatives represent over 5,000 members, making cross‑border cooperation both logical and highly impactful along the Belgian-Dutch border.
Planned activities
- Two cross-border site visits to explore each cooperative’s organisational model, technical activities, and renewable energy projects on both sides of the border.
- Joint public info event on “Cross-Border Energy Community in the Kempen”, designed to raise awareness and interest among citizens and local frontrunners.
- A dedicated workshop for municipalities to identify how the Q-CBEC could support local climate and energy goals.
- Mapping the regulatory landscape, existing energy initiatives, and current and future assets that could contribute to the Q-CBEC.
- Elaboration of a roadmap for the Kempen Q-CBEC, defining the steps, governance model, and partnerships needed for implementation.
