The pilot action aims to develop a Cross-border Renewable Energy Community at the Polish – German border.
The pilot action aims to lay the foundations for a cross‑border energy community within the Euroregion Neisse-Nisa-Nysa. By raising awareness, mapping and engaging key actors, and clarifying legal and technical conditions, the action seeks to accelerate sustainable regional development, increase the share of renewables, and create a scalable model for citizen‑driven, cross‑border energy cooperation.
Context
Building on the Letter of Intent signed in July 2024 to establish a Lusatian Hydrogen Valley and transform the former lignite‑mining region along the German‑Polish border into a leading European hub for renewable energy, Europacity GörlitzZgorzelec GmbH, STORIE and Development Company Lower Silesia Upper Lusatia are committed to raise awareness about cross-border about energy communities and identify investable opportunities.

Planned activities
- Stakeholder and investor mapping to identify champions, anchor members and potential funding partners interested in energy communities.
- German-Polish information campaign to raise awareness of CBEC benefits, participation options, and upcoming events.
- Network workshops with stakeholders and potential investors to present CBEC models and their potential, assess needs and barriers, and jointly developed project ideas.
- Legal studies to analyse the possible CBEC legal forms in Germany and Poland, define their membership, voting, and benefit-sharing systems.
- Funding strategy and consortium building to prepare joint applications to relevant calls and co-financing opportunities.
- A roadmap with funding sources, permitting pathways, and grid capacity solutions.
