The Cross-Border Energy Communities (CBEC) initiative, developed under DG REGIO, has launched a Call for Proposal to foster structured cross-border cooperation in energy communities located in border regions.

Develop your energy communityʼs potential with our pilot actions funding! Apply for €15,000 to kickstart your innovative renewable or citizen cross-border energy community. Each selected pilot will receive expert technical assistance from REScoop.eu, ensuring your initiative thrives and makes a lasting impact across borders. Discover the call below.
How to apply
To apply, fill in the application form available below. Each application should address one specific pilot action.
Applications must be completed with the required attachments (budget, calendar, partners declaration). Templates for these attachement are available below.
The call for proposals was opened from July 10th to November 21st 2025, 18:00 CEST.
ELIGIBILITY CRITERIA
Eligible actors are any stakeholders involved in or willing to develop a CBEC and Q-CBEC established in a NUT3 border region. The actors must be either:
- a cross-border entity (EGTC, Euroregions or similar CB structures with legal personality);
- a local and regional authority of border regions;
- a citizen cooperative with legal personality, NGO, association or SME.
They must be located in a NUTS3 border region from one of the 27 EU countries or an EFTA country (Norway, Lietchenstein, Switzerland or Iceland).
