The pilot action aims to develop a Cross-border Renewable Energy Community at the Italian – Slovenian border.
Building on the strategic groundwork established through the CO ADRIA Interreg project for climate neutrality, the Friuli-Venezia Giulia–Goriška pilot action aims to strengthen cross-border cooperation by transforming existing national Renewable Energy Communities (RECs) into integrated quasi cross-border energy communities.
Context
Energy community initiatives exist on both sides of the Friuli-Venezia Giulia–Goriška region but currently operate in isolation within national boundaries. In Italy, the Moutain Hill Community, a community of Italian municipalities experienced on energy projects, will coordinate the pilot with the support of the RECOCER Foundation, an energy community of 16 Italian municipalities, while the Green Technology Center and GOLEA will provide specialised technical expertise on the Slovenian side.
Planned activities
- Studies including stakeholder mapping, comparative analysis of the Italian-Slovenian regulatory framework and assessment of the territory’s renewable energy potential.
- Two participatory workshops to establish the cross-border steering group.
- Capacity-building session for Italian and Slovenian public officials on cross-border governance and technical and legal aspects.
- Community engagement activities through information evenings, village hall meetings, cross-border community days and youth-focused sessions to raise awareness.
- Preliminary analysis of technological solutions and identification of potential funding sources to evaluate the possibility of joint management and shared resources as a realistic step towards a future cross-border energy community (CBEC).
- Feasibility study of legal and governance models for the (Q-)CBEC and development of the guidelines for a preliminary business model.
