The pilot action aims to develop a Quasi-Cross-border Renewable Energy Community at the Austrian – Italian border.

The pilot action aims to assess the feasibility of integrating Italian renewable‑energy producers - mainly hydropower and photovoltaics (PV) - into an existing Austrian energy community (CEC), thereby creating a Quasi-Cross‑border Energy Community. It will build trust, engage stakeholders, and clarify the technical and legal conditions for sharing and processing Italian energy‑meter data. The ultimate goal is to prepare all prerequisites for a functioning Q-CBEC that supplies Austrian consumers with green electricity generated both locally and across the border, and to supply the local factory with 100% of green power.
Enixi, an Austrian company focused on energy sharing and energy data exchange supports an Austrian energy community which already supplies a large industrial consumer but is currently able to cover only 44% of its electricity demand. To ensure a stable supply of regional renewable energy in the Austrian-Italian Alpine region, Enxi and its Italian partner, JA-CE ENERGY S.R.L, aim to integrate renewable‑energy producers from the Italian Val Canale region into the existing Austrian energy community. 
  • Cross-border stakeholder mapping and governance building to identify and integrate all relevant actors on both sides of the border (Italian  producers, Austrian CEC members, municipalities, Distribution System Operators (DSOs), regulatory authorities, etc.).
  • Context analysis of the political, economic (tariffs, taxes), physical (grid infrastructure,  geography), and socio-cultural elements to identify the most significant obstacles at an early stage.
  • Legal and technical analysis of the existing frameworks to assess the feasibility of setting up a Q-CBEC and prepare an initial business case which outlines the potential costs and benefits. 
  • Regular meetings and forums to co-create a joint cross-border strategy leading to a formalised partnership.
